Our Missions
The National School for Social Security (EN3S) is the leading institution for training senior executives in the field of social protection. Established in 1960 and operating under the supervision of the ministry in charge of Social Security, it provides training on social protection issues both in France and internationally.
Who we are
With two campuses in Saint-Étienne (headquarters) and Paris (branch office), the School brings together a dedicated team of professionals. Each year, numerous students, trainees and professionals benefit from our programmes, delivered by a broad network of lecturers from academic, institutional and private sectors, selected for their expertise.
As the reference institution for training senior executives in social protection, EN3S is a member of the Network of Public Service Schools (RESP) and of the Alliance of Grandes Écoles Rhône-Alpes Auvergne (AGERA). It also manages and oversees the Institute for Advanced Studies in Social Protection (IHEPS).

EN3S supports the transformation of social protection systems in France and abroad. It contributes to the professional development, mobility and upskilling of senior managers and executives in the field of social protection, in line with public authorities’ expectations and the evolving challenges of social public policies.

The School fulfils five main missions:
- Recruiting and training senior executives of social protection organisations;
- Providing continuing professional development programmes for senior executives of Social Security bodies, Regional Health Agencies (ARS), and organisations operating in the health and social sectors;
- Developing studies, research and publications in the field of social protection to inform public policy;
- Implementing international cooperation initiatives and providing support abroad;
- Promoting the values of social citizenship and designing educational resources to raise awareness and understanding of social protection among the general public, particularly younger generations.

Open to its environment, EN3S maintains numerous partnerships with academic institutions and stakeholders in the social protection sector. It provides a unique space for learning, debate and innovation, serving a shared objective: advancing and enhancing the performance of social protection systems in France and worldwide.
