The French State and EN3S formalise their relationship through a Management and Objectives Agreement (Convention d'Objectifs et de Gestion – COG), which sets out the School's key strategic directions. Certified quality, enhanced accessibility, integrated ecological transition: these commitments reflect our determination to deliver training that is demanding, inclusive and forward-looking.
The 2022–2026 Management and Objectives Agreement (COG) defines the School’s strategic directions within the framework of its commitment to the State, represented by the Directorate for Social Security (Direction de la Sécurité Sociale).
This reference document charts the course for the years ahead and is structured around three main strategic priorities:
Actively contributing to the reform of training for senior executives in the public service
Supporting the transformation of social protection, both in France and internationally
Promoting a culture of quality, reliability, exemplary conduct and efficiency across all our activities
EN3S holds Qualiopi certification, a recognition that attests to the quality of the actions implemented for skills development, in accordance with the requirements of the French National Quality Framework (Référentiel National Qualité).
Since 1 January 2022, this certification has been a prerequisite for accessing public and pooled funding in the field of training. EN3S is fully committed to this approach, ensuring that all of its training programmes meet the required standards.
A renewal audit, conducted on 16 and 17 March 2026, confirmed the strength of the School’s commitment to pedagogical and organisational quality.
EN3S pays particular attention to welcoming people with disabilities, as part of an ongoing process of improving the accessibility of its training programmes and resources.
Tailored solutions are offered to meet the specific needs of each participant, trainer or partner.
Environmental transition runs through all of the School’s activities — both in its range of services (initial, continuing and international training, research and publications) and in its internal practices (quality of working life, inclusion, responsible procurement, etc.)
