Key milestones in the School’s history

1960

The decree of 12 May 1960 established the CESSS (Centre for Advanced Studies in Social Security), whose main missions were to recruit, train and further develop managerial staff, executive officers and accounting officers within social security institutions.

1970s

In 1977, the CESSS became a public administrative institution and was renamed CNESSS (National Centre for Advanced Studies in Social Security). It moved to Saint-Étienne in 1978.
Its managerial autonomy was strengthened by a decree in 1988, enabling the recruitment of staff under private law governed by the collective agreements of social security institutions. From that point onward, the School became firmly rooted in the social security system.

2004

Article 62 of the law of 13 August 2004 on health insurance transformed the CNESSS into the National School for Social Security (EN3S).
This change reinforced the School’s objectives:

2013

Creation of the “Cap Dirigeants” training programme by decree of 31 July 2013.
This programme established the School as a key step for accessing executive management positions within the social security system.

2018

Decree No. 2018-353 of 14 May 2018 expanded the School’s missions.
EN3S was entrusted with promoting the principles and objectives of social security through training and awareness-raising initiatives. It also contributes to the design and dissemination of educational resources related to social security.
